What Scottish Landlords Legally Need to Provide

A practical checklist for private landlords, HMO licence holders, and letting agents operating in Scotland.

Electrical Safety — Fixed Wiring (EICR)

Every 5 years for standard tenancies; every change of tenancy for HMOs. We don't do EICR directly but can recommend qualified electricians.

Electrical Safety — Portable Appliances (PAT Testing)

Any appliance landlord supplies must be tested. Industry standard is annually or at each change of tenancy. We do this with a professional multi-parameter tester.

Fire Safety — Smoke & Heat Alarms

Interlinked alarms required on every floor since 1 February 2022 (Scotland). Annual testing logged. We don't install; we reference the requirement in your compliance bundle.

Fire Safety — Extinguishers (HMOs, Short-Term Lets)

Common-area fire extinguishers on HMO stairs and in short-term lets require annual BS 5306 servicing. We do this.

Asbestos — Common Parts of HMO and Tenement Buildings

Duty to Manage under the Control of Asbestos Regulations 2012 applies to common parts. Requires an Asbestos Management Survey and written plan. We do this.

Landlord Registration & HMO Licence

All Scottish landlords must be registered. HMO licensing (3+ unrelated tenants) requires annual renewal with compliance evidence. Our certificates are accepted by Edinburgh, Glasgow, Fife, Falkirk, Perth, and all Scottish councils.

Landlord FAQs

Common Questions From Scottish Landlords

Do landlords in Scotland legally need PAT testing?

Under the Housing (Scotland) Act 2006 and the Tolerable Standard/Repairing Standard, Scottish landlords must ensure electrical installations and any appliances they provide are safe. While PAT testing isn't named specifically in legislation, it is the industry-standard way to demonstrate that portable appliances supplied with a rental property (kettle, microwave, fridge, washing machine, lamps, etc.) are safe. PAT testing is typically required every tenancy change or annually, and certificates are often requested by letting agents, local authorities, and HMO licensing inspectors.

What's the difference between EICR and PAT testing for a Scottish rental?

EICR (Electrical Installation Condition Report) covers the fixed wiring — consumer unit, sockets, switches, lighting circuits. PAT testing covers portable appliances plugged into those sockets — anything with a plug. Scottish landlords need EICR every 5 years (every change of tenancy for HMOs) and PAT testing annually or at each tenancy change. We focus on PAT testing; we can recommend qualified electricians for EICR work.

Is PAT testing required for HMO licence renewal?

Yes. Every Scottish HMO licensing authority requires evidence of electrical safety, and annual PAT testing is the standard expectation. The specific requirements vary between Edinburgh, Glasgow, Fife, Falkirk, and other councils, but all will accept a professional PAT testing certificate alongside a current EICR.

How much does PAT testing cost for a rental property in Scotland?

Pricing depends on the number of appliances and property size. For a typical 2-bedroom flat with 8–12 appliances, expect a fixed fee in the £50–£90 range. We offer multi-property discounts for landlords with 5+ properties and bulk pricing for letting agents managing portfolios. Contact us for a quote based on your specific portfolio.

Do you work with letting agents?

Yes. We work with letting agents and property factors across Edinburgh, Glasgow, and the Central Belt on block-testing contracts, scheduled multi-property rounds, and tenancy-change quick-turnaround jobs. We can coordinate directly with your tenants, provide digital certificates for your management system, and flex around check-in/check-out schedules.
