What is an HMO in Scotland?
A House in Multiple Occupation (HMO) in Scotland is any property occupied by three or more unrelated people forming two or more households, sharing kitchen, bathroom, or toilet facilities. HMOs require a licence from the local authority (Edinburgh, Glasgow, Fife, Falkirk, etc.) under the Housing (Scotland) Act 2006. Licences must be renewed every three years.
What safety checks do Scottish HMOs legally need?

Do I need a fire extinguisher in my HMO common stair?
Yes. Virtually every Scottish HMO licensing authority requires at least one appropriate fire extinguisher (typically a 6kg dry powder or 6-litre water/foam unit) on each floor of the common stair, correctly sited, signed, and serviced annually to BS 5306-3. Edinburgh, Glasgow, Fife, Falkirk, and Perth all enforce this through their HMO inspection regime.
Who is responsible for asbestos in an HMO common stair?
The 'duty holder' under the Control of Asbestos Regulations 2012 — typically the HMO licence holder or the property factor managing the building. Even if you own a single HMO flat in a shared tenement, there's usually a collective duty to manage asbestos in the common stair. We provide Asbestos Management Surveys specifically designed to fulfil this duty.
