Understanding Asbestos and the P402 Qualification
Asbestos remains one of the most significant health hazards in the UK built environment. Used extensively in construction from the 1950s through to the mid-1990s, asbestos-containing materials (ACMs) can still be found in a wide range of building types across Scotland — from Victorian tenements in Edinburgh to post-war commercial buildings in Glasgow, and throughout the Central Belt.
The P402 qualification — officially BOHS P402: Surveying and Sampling Strategies for Asbestos in Buildings — is the nationally recognised standard for asbestos surveyors in the UK. Awarded by the British Occupational Hygiene Society, it represents the benchmark of competence for anyone conducting asbestos surveys. The Duty to Manage Asbestos
Under the Control of Asbestos Regulations 2012 (CAR 2012), there is a clear duty to manage asbestos in all non-domestic buildings, including the communal areas of residential properties such as tenement stairwells, basements, and drying greens. This duty falls on whoever is responsible for maintenance — typically the property factor, landlord, or in the case of owner-occupied properties, the owners collectively.
The duty requires you to:
- Determine whether asbestos is present in the building
- Assess the condition of any ACMs found and their likelihood of disturbance
- Prepare a written asbestos management plan
- Make that plan available to anyone who might work on or disturb the material
- Review and update the plan regularly

Samples are sent to a UKAS-accredited laboratory for polarised light microscopy (PLM) analysis. Results typically available within 2-5 working days.

Types of Asbestos Survey
Management Survey
The standard survey for occupied buildings. Identifies and assesses ACMs that could be disturbed during normal occupancy, routine maintenance, or foreseeable activities. This is the survey most landlords and property factors need.
Refurbishment / Demolition Survey
Required before any renovation, refurbishment, or demolition work that might disturb building fabric. More invasive than a management survey — accessing areas behind walls, above ceilings, and beneath floors where ACMs may be concealed.
